<p class="MsoNormal">Can\u2019t you just use the \u201cother legal basis\u201d checkbox on the letter of protest and then submit the default judgment? A letter of protest is the only way to communicate (albeit indirectly) with the examining attorney for a third-party application.<o:p></o:p></p>
