Just a guess (??), but it may be that the change of attorney form is considered to be like a Power of Attorney that
<i>technically</i> needs to be signed by an officer or one with authority to bind the registrant company. Some years ago, the TMO refused to accept a POA signed by the "Head of Trademarks" of a foreign client because he was not an officer. I went round and
round and ultimately just filed a POA signed by an officer rather than fight the issue. I've been doing this for many years and have filed many applications, etc., and the above example was a one-off for me before and after.</div>
