[Patentcenter] deadline for notice? (was Letters to OMB and Commerce Inspector General)

To run a notice to back down on its November 8 date, they have until 4:15
PM on November 7 to get the notice of Office of Federal Register.

Remember December 10 2008, the morning the nasty appeal rule was to go into
effect?

Remember who engineered that (with lots of help from others)?  That had
been sent to Office of Federal Register at 8:45 the day before, and didn't
go visible until late in the day.  The Federal Register has improved its
computer systems over 15 years.
