You may well be right about where that time came from. And maybe TYFNIL some patent owner can call someone like you as an expert witness to prove what the PTO meant.
We can speculate on where this time comes from (maybe a SQL database). Or the PTO could put the time and date and time zone and whatever other information is needed to give applicants accurate time and date information on their filings.
What’s going on here is that the PTO is giving a timestamp that is wrong and that may cause problems for an applicant, maybe TYFNIL.
What’s going on here is that applicants cannot rely on what they receive from the PTO to prove dates of their filings.
What’s going on here is that Patent Center is not ready for prime time.
And what’s going on here is that Patent Center may never be ready for prime time if the PTO does not realize the legal and cost implications of something as important as a timestamp (when our filings are, but statute, time and date sensitive).

Some SQL databases store datetime as Universal Time Coordinated (UTC) which is 5 hours ahead of EST. I suspect that’s what’s going on here. It doesn't necessarily mean the servers are located outside the country.

To the extent the PTO displays or prints its local time in other contexts, and to the extent the official time at the USPTO is some form of Eastern Time, it would be reasonable for the PTO to indicate the time zone next to any time it renders that does not conform to Eastern Time. (Well, actually, the PTO should provide the time zone next to every time it renders, since the cost of doing so is zero and there's at least some benefit in eliminating ambiguity.)
