Kappos was Director from before 2011 until January 21, 2013. Lee was Director from January 13, 2014 until June 7, 2017. Iancu was Director from February 8, 2018 until January 19, 2021. I left out the interim Directors in that period and up to when Vidal became Director in 2022 -- Stanek, Matal, and Hirshfeld.

Seems like the can was kicked down the road under several Directors

If you want to read more about the USPTO's software development practices, check out these reports from the Office of Inspector General of the Department of Commerce:

The first link explains how the USPTO started a 5 year contract in 2011 referred to as Software Development and Integration—Next Generation (SDI-NG) and how it was mismanaged and extended through noncompetitive bridge contracts to 2020. The second link describes mismanagement of contracts (I believe they are the same as those described in the first link) from 2011 through 2021.

It is window into the incompetence of the USPTO's software contracting practices.

I've seen several of these big software projects.  They almost always result in delays when they get into beta testing because there are a lot of things that the software designers don't know about and therefore can't program for.

What this really means is that the software contractor probably won't get its max bonus for meeting the deadline. (I'm assuming USPTO doesn't have the IT staff to develop PATENTCENTER internally).   I suspect the next deadline is also tied to a reduced bonus.  Who knows, maybe even USPTO management/project management has some bonus money at stake. That's generally the reason that project leadership adheres rigidly to due dates, live dates, and retirement dates even though they know the replacement system is FUBAR.

So since max bonuses won't be paid, maybe they can spend some of the money they saved by doing a little maintenance on PAIR and other systems.

Friday is a federal holiday and the start of a three day weekend.  How much work will get done over that three day weekend?
