[Patentcenter] PatentCenter file naming convention issue…

As a point of irony, using the web issue fee transmittal form for the
payment of an issue fee today, the default file name for the receipt
generated by Patent Center is "PatCntr_MergeReceiptPDF.pdf"
I guess Patent Center added the lowercase pdf because it could not process
the upper case it generated?
