[Patentcenter] Patent Center XML files download slower than from Private PAIR and contain less information

Not just useful data, but pretty much the ONLY new information that an
issue notice provides. Without issue date and patent number, all it tells
the recipient is "some patent will grant from your application on a Tuesday
about 3 weeks from now".
