[Patentcenter] Previewing an uploaded IDS form in Patent Center hides identifying information, unlike EFS-Web

Seeing what would be available to the public might be useful feature

IF it were an option the person uploading could select, rather than the
default,

IF there were a default option for the user to see the form as the USPTO
sees it (as they're the intended recipient, AND

IF the USPTO provided some notice on the preview explaining the limited
view, rather than only providing notice to those who take the time and
effort to contact the EBC (while frequently work8ng under a hard deadline).

Cliche "It's not a bug, it's a feature." excuse here does indeed sound like
someone who doesn't really need the reason and wants to get on to the next
of their queue of calls that's much longer than usual this past week.
