[Patentcenter] Access to provisional application of deceased inventor - how?

Expired provisional applications should only be available to the public
after a non-provisional claiming priority is published. Some inventors who
are hurting for funds may choose to let a provisional expire, losing the
priority date, allowing them to delay filing a PCT application until after
the 1-year period. That wouldn't work if the provisional were published.

  I thought provisional applications were made public after expiration.
