[Patentcenter] 3rd party submission fees

Patent Center charges the full un-discounted fees on 3rd party submissions.
The fee code should be 2818. There is a radio button selection for small
entity, but patent center ignores this.

I've filed a trouble ticket for this several weeks ago, but they aren't
fixing it. The examiner for the 3rd party submission knows this to be a
problem.

The following page only gives the un-discounted fee. EFS gives the proper
$72 fee.
