    During the very first apha-tester meeting with the USPTO developers
    in 2018, the USPTO developers promised that Patent Center would be
    RESTful (Wikipedia article <https://en.wikipedia.org/wiki/REST>). 
    RESTfulness is the result of following best practices in web
    interface design.  Among other things, if the designer follows best
    practices, the user can right-click on any link and can open it in a
    new window.  But guess what, and I know this will astonish you, it
    turns out that the USPTO developers have spent the past five years
    failing to follow best practices for web interface design.  See
