While designing systems for lots of traffic requires careful work, it’s doable. But apparently that’s beyond the capability of whatever contractor(s) the PTO employed for their New Way of Working. The r/patentexaminer subreddit has numerous complaints about how badly the PTO’s IT systems are working for them, too.
