Knew I should have waited a few weeks to give PTO the chance to work<br>
out the kinks in AssignmentCenter.<br>
<br>
Not sure whether this happens with US domestic addresses or only<br>
with foreign (non-US) addresses, but I have a case where the "patent<br>
assignment draft cover sheet" (a copy of which I fortunately saved for<br>
my records!) correctly showed Japanese prefecture in the "state/country"<br>
field (is screwy that AssignmentCenter now consolidates these two<br>
fields, but let's set aside that pet peeve for the moment), but the<br>
final cover sheet omits the state/prefecture and only shows country in<br>
field of same name ("state/country"), and most importantly, the<br>
state/prefecture is missing on the Notice of Recordation as well. <br>
<br>
An obvious screwup on the part of AssignmentCenter that will require<br>
much time and expense as foreign-based assignees are forced to submit<br>
requests for correction to the Assignment Recordation Branch.<br>
<br>
To mention a few more pet peeves with the new AssignmentCenter, besides<br>
doing away the useful templates as has been mentioned by others, I also<br>
found ability to download thumbnails (actually full-resolution) before<br>
clicking submit (and thus having an archivably copy not only of what was<br>
uploaded but also of the assignment as rendered into png or whatever by<br>
EPAS) to be extremely useful but if the new AssignmentCenter has<br>
similar ability, I have not yet discovered it.<br>

I, too, routinely used the ePAS ability to upload a XML document with<br>
assignment details. I built a template document so my docketing<br>
software (AppColl) could generate the XML file. I had to manually make<br>
only minor additions to the XML document, and then upload it to ePAS. I<br>
miss that ability in Ass. Center.<br>

I prefer EPAS and my templates all day, every day over the Assignment<br>
Center. It's very annoying that the PTO rolled out this "new &<br>
improved" interface without the ability to create templates and save<br>
contacts. The copying function is ripe for introducing unintended<br>
errors into the process. When I reached out to them about this<br>
functionality they said they "hoped" to have that feature "someday"<br>

working ok. I went in through the Patent pull-down in PatentCenter to<br>
Record Assignment, using Edge, if that?s helpful. Sorry you?re having<br>

I tried it again on Chrome just now and same error message. Tried it<br>
with https and with http.? In Chrome, I cleared all USPTO-related<br>
cookies.? Tried it again with https and with http. Still no joy.<br>

The various browsers puke on <a href="http://assignmentcenter.uspto.gov" rel="noreferrer noreferrer" target="_blank">assignmentcenter.uspto.gov</a> with an error<br>
message that sounds like a TLS version fail or an SSL cert<br>
chain-of-trust fail.<br>

Just now I used the Qualys SSLabs tester to test the access to<br>
<a href="http://assignmentcenter.uspto.gov" rel="noreferrer noreferrer" target="_blank">assignmentcenter.uspto.gov</a>.? I note with great interest that the Qualys<br>
tester carries out its testing in two paths -- Assignment Center<br>
resolves not only to an IPv4 address (151.207.245.82) but also to an<br>
IPv6 address (2610:20:5011:1604:0:0:0:82).? It crosses my mind that the<br>
non-identical results among users might be because some are using IPv6<br>
and others are using IPv4 to reach Assignment Center.<br>

The Qualys tests finished just now.? For both paths (the IPv4 and the<br>
IPv6) Qualys gives a grade of "B" for the quality of USPTO's TLS and<br>
SSL for this domain.? For both paths, the USPTO's HTTPS stack fails to<br>
provide forward secrecy.? For both paths, the USPTO's HTTPS stack<br>
offers to negotiate to some very old and weak TLS cipher suites.? And<br>
HTTP simply fails, for the IPv6 stack. (The IPv6 stack is not set up<br>
with HSTS.)<br>

(For those keeping score at home, <a href="http://blog.oppedahl.com" rel="noreferrer noreferrer" target="_blank">blog.oppedahl.com</a> gets a grade of "A" <br>
for the TLS and SSL quality.)<br>

Aha!? The defect in USPTO's systems is now clearer.? I turned off IPv6<br>
on the network interface of my notebook computer, and now I have no<br>
difficulty making use of Assignment Center.<br>

The USPTO people don't know how to configure IPv6 correctly for<br>
Assignment Center.<br>
<br>

Time for a blog article I guess.<br>

For those who had difficulty getting Assignment Center to work, the<br>
