interpreting the PPH rules as only allowing limitations from the specification to be added as dependent claims. I cannot believe this is how the USPTO intended the PPH program to work. If the examiner cites a new 102 reference, then it makes no sense not to
allow the applicant to make a narrowing amendment to the independent claim. <o:p></o:p></span></font></p>
