<p>It surely did cost some amount of money and internal resources at
the USPTO to craft this Notice, and to pass it around to the
half-dozen government departments that had to sign off on the
Notice, and then to enlist the developers to craft the software
that generates the outbound emails.</p>
<p>Had it been up to me, this money and the internal resources would
have been spent instead on fixing known bugs and defects in Patent
Center.</p>
