list</a> of ROs showing whether they accept pre-conversion documents—i.e., a copy of the original application before it undergoes any conversion by the RO.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size:11.0pt;font-family:"Aptos Serif",serif;color:black">I expected to see many offices that accept ROs and many that don't. Surprisingly, all the listed ROs accept pre-conversion documents except the US and JP. Based
on my interaction with the JPO, it seems that they have had a long love affair with officially stamped paper documents (e.g., handwritten power of attorney, which I believe has only recently started to change). I don't know what the USPTO's excuse is. Maybe
just incompetence related to government contracting.<o:p></o:p></span></p>
