<p>Go to WIPO.int and click up at the top right -- Register or
something like that. Easy. Then setup strong authentication after
you register by going back to the top right and clicking on your
own name => My Account => Multi-Factor Authentication.</p>

of yes, but the question is off target, so I think you're
misunderstanding something fundamental. ePCT is a
computer system. ePCT is the equivalent of Patent Center
at WIPO for PCTs. For PCTs, forget Patent Center, forget
<a href="http://uspto.gov" moz-do-not-send="true">uspto.gov</a>.
Start at <a href="https://pct.wipo.int/ePCT" moz-do-not-send="true" class="moz-txt-link-freetext">https://pct.wipo.int/ePCT</a>
and work from there. It's really far easier than the
PTO's brain dead piece of junk.</span><br>

receipt? What does PatentCenter or ePCT show as
filing date for the provisional? If the electronic
record has it right, it doesn't matter what the
paper notices say. If the electronic record is not
correct, ePCT probably has an "Action" to correct
stuff like this, which you can probably use even if
you filed at RO/US.-

and work from there. You will have to set up an account
at WIPO. I did that once years ago, and I don't recall
how to do it.
