This is really a BS announcement on the part of the PTO - They really just cleared out long specifications that shouldn't have been approved in the first place, and were likely never in use because of the historically lax specimen review. Of course these specs weren't cleared until someone had to come along and spend the money to file the TMA action in the first place.....

I am sure it means individual listed items (but could even include "characters" in an id since that is the new standard).  Number of registrations cancelled/partially cancelled would be a more useful metric.
