Another thing is that for the toteboard, I am willing to accept an
estimate so long as the respondent can promise that the true number is
on the safe side of the estimate. This is like the DOFU where the filer
says the DOFU is "at least as early as" some particular date.
In other words I do not mean to try to force a respondent to give an
exact number. It can be a safe-side estimate.
