[E-trademarks] Section 44 Basis

Beyond the 6-month priority deadline, you can't add a foreign application under 44(d), but you can add a registration under 44(e).  Depending on timing, adding a registration under 44(e) may require re-publication.  See TMEP 806.(03)g about addition of 44(e) as a basis.
