[E-trademarks] Publication of 1(a) Application with No Specimens

We were asked to file, and did file, 1(a) applications with no specimens.
Despite no specimens, the PTO approved them for publication!

Can a registration that obviously failed to meet a requirement for
registration be challenged for that failure even though the PTO did not
object? If so, what to do--call the examiner?  Thanks!
