They have a spreadsheet listing the proposed fees here
<https://www.uspto.gov/sites/default/files/documents/Trademark-Fees-Current-Proposed-Unit-Cost-NPRM-2024.xlsx>.
Below are the three fees with the largest percentage increases. One might
suspect that the USPTO either wants to receive fewer Petitions to the
Director and Letters of Protest, following the 2021 changes, or that they
want to increase the required fees, in an effort to achieve "optimal
pendency". In her report to Congress last April, Director Vidal stated

:

The USPTO also has tools available for third parties to protect the
trademark register. The Trademark Modernization Act created the ability for
third parties to file petitions to request institution of ex parte nonuse
proceedings before the Director. Since implementation, the USPTO has
received approximately 270 third-party petitions and instituted
approximately 160 nonuse proceedings on the registrations identified in
those petitions that resulted in the cancellation of a total of
approximately 1100 goods or services. Third parties can also file a letter
of protest to submit evidence that the specimens of use submitted in a
pending application are fake or fraudulent. In calendar year 2022, the
USPTO received approximately 80 Letters of Protest providing evidence of
nonuse and, where the evidence was determined to be relevant and forwarded
to the examining attorney for consideration, nearly half of those cases
resulted in a refusal to register based on the evidence provided.

Petition to the Director $250 $400 $150 60%
Petition to revive an application $150 $250 $100 67%
Letter of protest $50 $150 $100 200%
