[E-trademarks] Trademark Center Beta Application - Pay & Submit hyperlink

Hi All,

     So, I generally have the client sign and pay fees for the trademark
application.  In this last application I crafted the USPTO allowed the
client to sign, but not pay and submit (at least not without having a
MyUSPTO account...)

     Did I miss something?  Is that how it is supposed to work?
