[E-trademarks] Change Reference to Patent and Trademark Office Personnel

But it is not only about intent, it is also about how the other
person/side perceives it. We all know what is paved with good intentions.
Even looking it at solely from the listserv side, you get more bees with
honey. So if we want Patent and Trademark Office personnel to change
some practice, it is in our interest to be more respectful.
I think we should stop using "lurkers." How about "observers"?
