[E-trademarks] IP Badger is back up (was Is IP Badger down?)

Hello folks.  I heard from the developer, who I happen to know was 
affected in several ways by the recent fires around Los Angeles.

A problem came up for him just within the last few days that disrupted 
the place where he houses his data servers.  He had to scramble to deal 
with the problem, and eventually had to move his data servers to a new 
location.  I see that just now, IP Badger seems to be back in service.
