[E-trademarks] Trademark Center Beta Application - Pay & Submit hyperlink

Thank you for posting.

I am glad that this weakness in Trademark Center did not harm any of my 
recent trademark filings.  I got lucky on this one.  The two that I had 
pending for e-signature before January 1 happened to reach their finish 
the day before.  But that was only good luck, not because I planned 
things well or anything like that.
