[E-trademarks] Application withdrawn by USPTO before publication for further review

Since last Thursday, I have updated my search to SA:"withdrawn before publication" which today retrieves 3,585 trademarks.

Today, the search SA:"withdrawn before publication" AND UD:[* TO 20240701] retrieves 1,623 trademarks (versus 1,635 that I noted last Thursday), indicating that 1,623 of the 3,585 trademarks for the subject status have been stagnant with that status since July 1st.

The search SA:"withdrawn before publication" AND UD:[* TO 20240701] AND SN:( *63 *31 ) retrieves a subset of 29 of those 1623 trademarks, small enough (and presumably random) sample for a quick review, namely checking for any outgoing documents indicating any hint of any investigations.  By my quick checks, 6 included Notes in the TSDR documents indicating some investigation was in progress.  The notes resembled the note below.  So, for my small sample, 6 of 29 (approximately 20.7%, or slightly more than one-fifth) were/are being investigated for violations of the Rules of Practice.  (Well, maybe there were others investigated that have since had a change in status.)

 On April 26, 2024, this serial number was withdrawn before publication by request of the Commissioner’s Office for the purpose of additional review of the record for submission(s) made to the United States Patent and Trademark Office in potential violation of the USPTO’s trademark rules of practice. 37 C.F.R. §§ 2.61(a), 2.84(a).

But doesn't an investigation for violations of the Rules of Practice constitute a change in status of the application?  Why didn't the USPTO create a new status description for such trademarks under investigation?  This lack of a revised status also relates to the 11,416 trademarks for FD:[* TO 20221231] AND (SA:" application assignment" ~5) NOT (SA:" application assignment" ~3),as these 11,416 trademarks are now over 2 years old but still have the new application awaiting assignment to an examining attorney status on TSDR but clearly are being ignored by the USPTO.

I guess the USPTO really doesn't want public users looking for the weeds in their trademark garden.

Below are the comments that I provided OFFLINE to Erica Bristol on 1/23, the day of the original posting.  She replied that the other trademark contact information<https://www.uspto.gov/trademarks/contact-trademarks/other-trademark-contact-information> listing was helpful, as she had forgotten how to identify and contact the relevant law office manager.  The searches I provided suggests that over 1600 other applications with the same status on TSDR had been stagnant with that status since last July - that the UPTO does not notice and address such stagnant applications on their own, leaving the applicant/applicant's representative to complain to trigger further action at the USPTO.  My standard complaint: the text of the SA - Status field of Trademark Search should exactly match the status text shown on TSDR so that an exact match search of that status text will retrieve all trademarks with that status, allowing the searcher to better determine the magnitude of phenomenon.  Note that the search results below are now a week old.

Looks like searches #1 - #4 include your problem application, so you're not alone (except I'm guessing the searches work since I only reviewed a few of the results, as the SA - Status field does NOT match the exact text of the status text on TSDR).
