[E-trademarks] non-members of Madrid Protocol

I don't think a search engine is the right way to do this.

What I would look for is a list of countries that are signatories to the 
Paris Convention but that are not signatories to Madrid. The Madrid 
member list is a subset of the Paris member list.  By this I mean that 
if a country wishes to join Madrid Protocol, it is required that the 
country already belong to Paris.

Both lists are available on the WIPO web site with one or two mouse 
clicks, and then it is a simple matter of running one's finger down the 
two lists.

I am not clear on why the original poster asked for this list, but I 
would guess part of the reason was to identify countries that could be 
members of Madrid but had simply failed to do so. There are, of course, 
a handful of countries that do not belong to Paris Convention.  But I'd 
guess those countries are not of interest for this topic given that if 
the country does not belong to Paris, it is ineligible to join Madrid.

Maybe part of the reason for the original posting was for counseling 
some client who wants to know "which countries do I need to make 
foreign-filing decisions about right now, because of those countries 
having failed to join Madrid?"  And the thing is, if some country fails 
to belong to Paris, then my guess is it is not going to be "in play" for 
some foreign-filing decision.

And then we have the Taiwan trademark office.  I'd guess (I have not 
checked) that the USPTO and the Taiwan trademark office may have some 
bilateral agreement that is intended to closely track Paris, as for 
trademark priority.  And of course Taiwan is not in a position to join 
Madrid because Taiwan is not a signatory to Paris.
