[E-trademarks] Problem with Trademark Center --- Adding Foreign Registration

Hi!  We are preparing an application in 2 classes (9 and 42).  All of the goods and services have a filing basis of 1(b) and 44(e).  In the section “goods and services supporting information,” we appear to have no problem with the class 9 information.  However, when we go to add the registration to the Class 42 services and click all of the services for the registration to apply to, we get an error message:

You must provide foreign registration information for each good or service by selecting additional goods or services to apply them to this registration information or by providing additional foreign registration information. You can also make no selections to apply all goods and services to this registration information.

We have clicked the box next to all 15 entries, so we are not sure what else we need to do.  If this a problem with Trademark Center, what is the workaround?  DO we really need to add the foreign registration information for all 15 items listed in Class 42?   If this is a problem with our application, does anyone know what we did wrong?
