[E-trademarks] Copyright-foreign songs at Karaoke

Hi, this is new to me, and I need your input.

A client has blanket agreements with U.S. PROs (ASCAP, etc.) and wants to
use foreign songs in karaoke terminals. If his karaoke vendor sublicenses
neighboring and synchronization rights, can the client use foreign songs
without getting individual permission (without incurring copyright issues)?
Is his responsibility only to track and report to the U.S. PROs?

Is there any missing procedure for copyright issues?
