[E-trademarks] Registration in Russia

All,
I have a client who has a registration designating Russia through Madrid but the Russian authorities are not paying attention to infringing goods unless the mark is registered directly in Russia domestically. Does anyone have any ideas how I can get an application filed in Russia itself. Do I need to find an attorney outside of Russia who is admitted in Russia as well?
What about POAs? Can I give a Russian citizen a POA to act on behalf of my client?
I'm getting very confusing information from my client's contacts. We really just need to be able to go after the infringers.
