[E-trademarks] 66(a) not entitled to extension of time to respond to OA

Is anyone aware of where the TMEP (or other guiding document) says that
66(a) applications are not entitled to the 3-month extension of time to
file an OA response? I'd never come across that since the response period
was shortened and I just received this error message while trying to file
ond for a client:
[image: error(s)] You cannot file this form because applications filed
under Sec. 66(a) are not eligible to request an extension of time. If you
believe you have received this message in error, contact TEAS at uspto.gov.
Also if anyone happens to know why that rule exists, happy to be
enlightened as well.
