[E-trademarks] Post registration failure

Can anyone explain to me how a section 8&9 renewal declaration (signed by a
representative of the registrant and not an attorney) can be accepted to
maintain a registration, but a change of attorney included as part of that
filing is not accepted because "it was not properly signed because a person
without clear legal authority to bind the owner signed the filing"?

This was not the case where a US attorney signed any form as part of the
renewal.
