Same thing happened to me:  notice but no registration certificate this morning; by this evening, the certificate appeared.  (I was afraid it was a cost-saving measure in anticipation of the government shutdown!)

When I went to download the certificate, it wasn't there. The notification email was there.

I kept checking throughout the day and about six hours after I received the notification email, the certificate appeared. I downloaded it and emailed it off to the client.
