Yes you did send it to the correct fax number.

Yes the USPTO system has nearly always faxed back a receipt, just as you 
described.

I am guessing that what is going on here is, the people at the USPTO who 
are so smart that they know how to design Patent Center as a replacement 
for all functions of EFS-Web and PAIR (which it fails to be), and who 
are so smart that they know how to migrate from the old full-text search 
system to their new (unusable) patent search system, and who are so 
smart that they know how to design a successor to EPAS that will 
supposedly work as well as EPAS (and I predict it will be a disaster, 
and they already pushed off the cutover date once) ...

probably decided they were so smart that they know how to replace the 
existing Central Fax system with some poorly design new Central Fax system.

That's my guess.
