[Patentcenter] Fee payment page won't load

I too had a problem filing an application in PatentCrapper today.  I pressed submit and nothing happened.  Despite always being told not to press the freaking button more than once... I started repeatedly pressing it.  Then decided to repeatedly press refresh.  After a few minutes, there was the efiling receipt.

I was also filing a follow on submission.  When I got to the upload page, the circle kept spinning.  I kept refreshing.  Finally decided eff it and decided to see if I could still drag and drop my documents and upload them despite the spinning circle... and YES, despite the spinning circle seems one can still upload the documents...
