David, the MPEP (same cite as before) suggests faxing the license request directly to Licensing and Review at 571-270-9959 (preferred) or 571-273-0185

                Or search for "There are several means by which a foreign filing license may be issued"

                Looks like you can fax in the petition.

                BUT, even if you could file a Petition for Foreign Filing License, there is no way it would be granted immediately.  It still needs to go through the review process.

                What other facts can you give us?  When is your filing deadline?  Why can't you file a provisional by that deadline and then file the PCT later in RO/IB?

Do I recall correctly?   I think in EFS-Web you could request a Foreign Filing License almost like filing a provisional application.   You called it a "Petition for Foreign Filing License" (instead of a provisional application), uploaded the thing you were going to file, click a few obvious boxes and pay the 1.17(g) FFL fee, and voila, it's done.

PatentCenter doesn't have such a thing.  I think I'm hosed until Tuesday morning -- unless one of you knows something I don't.

So far, the best thing I've thought of is to file a provisional with a Petition for FFL but no filing fees, only the 1.17(g) FFL fee.  But I doubt that'll set the right attentions for the right people.

Second best is to file my PCT application at RO/US via Patent Center.  Yuck.
