Does anyone know how to access non-patent literature in a case without having to go through the certified copy center at the USPTO.  It seems bizarre that the PTO makes you order paper or cd copies of references which are in their system.

The USPTO does to try to reduce the risk of getting sued for copyright violations by letting all and sundry see the NPLs.

And a side effect of this self-help by the USPTO in pursuit of its own interests is that it reduces the risk of applicants and practitioners getting sued.

Probably has to do with copyrights and by paying for certified copies you cover the fee for accessing the copyrighted materials
