[Patentcenter] Documents Not Marking as Viewed

That's a bug,  There's a lag of several hours between when the stuff gets
posted to the IFW and when the email (e-postcard) is sent. The
correspondence only gets marked as viewed if you view it AFTER the
e-postcard is sent.
