[Patentcenter] Is Patent Center hosed?

Two different life-shortening bug in Patent Center in the last 45 minutes...

For the last 14 minutes, I can log in to my.uspto.gov, but when I click
"Patent Center" I get a plain white window.   Both Firefox adn Chrome.  Is
anyone else seeing this?

At 4:20 (40 minutes ago), I filed a PCT application, and got to "Submit"  I
got the fearsome pink box --

                        O Submission in invalid status: FPNG_PAYMENT_PENDING

The EBC was able to see it (they gave me a PCT serial number and could see
59 pages of spec and 18 pages of drawings).  But boy does Patent Center
take years off of life when it gives an error message that the application
is refused.
