"On questioning ebc whether there was any workaround, they had absolutely
no suggestion."- Because for however many years this has been a known
issue, the workaround was "File it in EFS-Web", but the USPTO removed that
option.

Instead of printing and scanning, it should have been possible to simply
print directly to PDF using CutePDF or the like to get the "dead" form to
upload.
