[Patentcenter] Patentcenter DNS broken

There is something badly wrong with the USPTO's hosting of DNS:

There are ways to do DNS in a very reliable fashion.  And they do not 
cost a lot of money.  But the USPTO probably contracted this out to 
somebody incompetent.
