[Patentcenter] "continuity data is not available for this application"

On a related note, I pulled up a 9M series patent in PatentCenter yesterday for the purpose of downloading a copy of the provisional application cited on the face of the patent.  In the Continuity tab the serial number for the provisional application was listed and hyperlinked, but when I clicked on it nothing happened.

Back when things were working properly, I was thinking I should have been able to download the provisional application.  Am I correct about that, or do I need to place an order with the USPTO for a copy of the provisional application?

While being logged into PatentCrapper today, I tried to figure out if a third-party patent had child applications. I located the patent in Patent Center, but the “Continuity” menu button was greyed out. I clicked on it anyway and got a pop-up that said "continuity data is not available for this application."

So, not being sure whether that meant that I couldn’t get the continuity data for some reason, or that there were no continuity apps, I looked up several patents that I had written that I knew had no continuity apps. Same problem: the continuity button is greyed out and when you click on it get the same pop up.

I couldn’t find this problem in Carl’s trouble tickets or feature requests.

Is it safe to assume that when the pop-up says continuity data is not available that it really means there is none? Wouldn’t be better to have the continuity link live and go to the continuity page that says there are no continuity apps?
