[Patentpractice] Proposed patent fee changes for fiscal year 2025

As a guess (based on the subject lines of USPTO e-mails), "inclusive
capitalism" is encouraging women, racial minorities, LGBTQ+ people, etc. to
own businesses. So, spending user fees to promote such minority inventors
(while making changes that raise their cost and effort of actually
patenting them) presumably helps fulfil that objective.
