[Patentpractice] PRIORITY CLAIM TO EU APP

Keep in mind that if it is an EU application (not EP) then it's a design 
application.

But yes, anybody who wants to can surely present a priority claim under 
the plain old ordinary Paris Convention.  It is not required to use PCT 
to make it happen.
