Have you tried translate.google.com? I periodically will need to just understand a PDF --> I will OCR in PDFX-Change in whatever language the document is (you do NOT want to keep searchable images in this case, as it will get in the way visually wen you run it through Google Translate), and then Google Translate usually does a decent job of getting it where I can understand the document.
Of course, if it's highly sensitive, you may not want to use it, but otherwise it's free if you already have an OCR software.
