[Patentpractice] Assignment Center is broken

Ass. Center *IS* better. Just not for applicants and patentees. For someone
at the PTO who got to check a box in a performance review for taking Ass.
Center online by some deadline, and is now at a higher pay grade.

Get your priorities straight, Suzannah!
