[Patentpractice] POA and correspondence/maintenance fee address change after issuance

Randall did what I should have done -- READ THE REG.

The PTO did amend all the regulations in 2011-12 to make them consistent.
 I'm not surprised that they missed a few in the MPEP.

After 2013, "applicant" is not ambiguous.  The inventor is the inventor.
The applicant is the applicant.  The assignee is the assignee.  They don't
have to be the same!  Each has specific roles, powers, obligations.  If you
are still using "Applicant" at the top of your forms when you mean
"Inventor" then you oughttta fix it.  This is one of those times when the
specific words matter, and it's a really good idea to be pedantic about
which you're using (no matter the errors in the MPEP) so that YOU are clear
about which is which.
