Basically, NO advance notice... when they send out SATURDAY even and today is SUNDAY when banks are closed, and than BAM tomorrow this takes effect...

WTF?

Deposit Account (DA) Administrators and Funds Managers,

As required by Executive Order 14247, "Modernizing Payments to and from America's Bank Account"<https://www.whitehouse.gov/presidential-actions/2025/03/modernizing-payments-to-and-from-americas-bank-account/>, the USPTO will eliminate all paper check disbursements, unless a valid exception applies. This will only impact DA withdrawals and closures. There is no impact to replenishments or transfers between DAs.

The changes to Financial Manager<https://fees.uspto.gov/FinancialManager/> effective September 29, 2025 are outlined below.


  1.  Withdrawals: The option to withdraw funds via mailed check is eliminated. Withdrawals may now only be made via EFT (U.S. bank account) within Financial Manager. DA Funds Managers anticipating requesting withdrawals in the near future are advised to add an EFT in Financial Manager (if you do not currently have one). NOTE: There is an 8-business day authentication period before a new EFT is available for use. You must have Funds Manager permissions on both the DA and EFT in order to execute withdrawals. In addition, an Administrator of the DA must first enable the EFT withdrawals as "Allowed" in the Manage Funds settings.


  1.  Closures: The option to refund any remaining balance via mailed check is eliminated. Remaining options include transfer to any active DA or refund electronically via any active EFT (U.S. bank account) in the Administrator's profile. DA Administrators anticipating closing their accounts in the near future are advised to add an EFT in Financial Manager (if you do not currently have one). NOTE: There is an 8-business day authentication period before a new EFT is available for use. International DA Administrators without access to an active DA or U.S. bank account should contact RADHelpdesk at uspto.gov<mailto:RADHelpdesk at uspto.gov> for guidance when seeking account closure.


  1.  Active-No Recent Activity Status: DAs that have had no activity for one year will move to Active-No Recent Activity status as before, but will remain in that status indefinitely, until either (a) a transaction is posted against the DA, or (b) the DA is reactivated by an Administrator using the "reactivate" button on the DA's summary tab in Financial Manager. All functionality remains available in this status, including fee payments, replenishments, and withdrawals. DAs in this status will no longer be closed automatically by the system due to failure to reactivate within a 60-day window. If your DA is currently in this status, please disregard any messaging received regarding the account closing. No action is required to maintain DA in this status.
