Sure.  I wish you could have attended my free-of-charge lectures that

discussed this at length in several lectures.

Briefly, there are lots of examiners in lots of patent offices around 
the world, including the USPTO, who give some faith and credit to the 
work of the EPO.   In the lectures, I talk quite a bit about the many 
factors that help to explain this.
